Check each of the below sections of information to help determine what permits and registrations are required for your business.
Planning Permit
To establish if you require a planning permit for your business you should check the zone and overlay of the property and refer to the relevant clause of the Whitehorse Planning Scheme that identifies what land uses and development need permits.
The matters to consider for your business include:
- Suitability of the business for the location
- Impacts on the surrounding and nearby properties
- Provision of car parking and bicycle facilities have been provided
- Hours of operation
- Number of staff
- Any proposed signage
- Impacts of any new development on surrounding properties.

Building Permit
If you are planning to alter or change the use of an existing building or carry out structural works you will require a Building Permit. Contact Councils Building Services Unit on 9262 6303.
If you’re business plan includes the placement of outdoor furniture, product displays or A-frame footpath signage permits will be required. Contact Councils Community Laws Department on 9262 6394.
Food Act Registration
In Victoria, any business that that sells food or drink must be registered with their local council and follow regulations to ensure that the food they sell is safe to eat. You may also be required to have a number of permits prior to operating your food business.
