Suburban Rail Loop Draft Structure Plans 2025

In March 2025, the State Government published the draft Structure Plans for the precincts surrounding the proposed Suburban Rail Loop East stations at Box Hill and Burwood. The Structure Plans will guide future growth in the broader area around each station and will inform changes to planning controls.  

The Suburban Rail Loop project is led by the Victorian Government. The Suburban Rail Loop Authority (SRLA) is the planning authority. 

The eastern portion of the loop, known as SRL East, stretches from Cheltenham to Box Hill. Construction on SRL East began in June 2022 with the government projecting trains to be running by 2035.  

Whitehorse City Council continues to advocate to the State Government to achieve integrated and high quality liveability and environmental outcomes including improved open space, transport, jobs and economic growth.

How to get involved

Please read the draft Structure Plans.

You can provide your feedback to Council and/or SRLA in the following ways:

  1. Complete the Council surveys by 30 April 2025 to inform Council's submission to the SRLA. 
  2. Provide feedback to the SRLA via Engage Victoria website by Tuesday 22 April. 
  3. Attend a Council-led community pop up to chat to the your councillors and council officers:

Saturday 5 April 8:30-11:00am: Gardiners Creek Trail, near Fletcher Parade, enter from Burwood Highway

Sunday 6 April 10am–12pm: Box Hill Gardens, enter from Irving Avenue (near the playground)
