The Policy recognises Council’s ongoing commitment to making Council information readily available to its community and general public.

Election Campaign Donation Returns
A general election for Whitehorse City Council was held on 26 October 2024.
In accordance with the Local Government Act 2020, all candidates in the election are required within 40 days after the Election Day to lodge an election campaign donation return with Council’s Chief Executive Officer (CEO).
Then within 14 days from the end of the 40 day period, the CEO is required to:
- Submit a written report to the Minister specifying the names of the candidates and the names of the candidates who submitted a return;
- Ensure that a summary of each election campaign donation return received is made available on Council’s website until the close of the roll for the next general election; and
- Ensure that a copy of an election campaign donation return is available for inspection at the office of Council during normal office hours, for a period of four years from the date that it is given.

The Local Government Act 2020 requires that all specified persons (for example a Councillor, a member of a delegated committee who is not a Councillor, a Chief Executive Officer (CEO) or a nominated officer) must lodge an initial personal interests return with Council’s CEO within 30 days of appointment.
A biannual return must then be lodged by all ongoing specified persons in March and September each year with Council’s CEO.
The CEO must prepare a summary of the personal interests information disclosed.
The Act and the Local Government (Governance and Integrity) Regulations 2020 detail what information must be included and and excluded in the summary. The CEO must make sure the summary is available on Council’s website. A copy of the summary of personal interests is also available for inspection at the office of Council during normal office hours.

In accordance with Section 138(1) of the Local Government Act 2020, Council is required to adopt a Councillor Gift Policy.
At its meeting held 19 April 2021, Council adopted its Councillor Gift Policy ( PDF 749.31KB).
The policy aims to provide direction for Councillors on how to respond and take appropriate action in regards to offers of gifts, benefits and hospitality.
In recognition of Council’s commitment to being open and transparent in its operations, the adopted policy provides that details of all gifts accepted, returned or declined are recorded in the Councillor Gift Register ( PDF 84.63KB) and Staff Gift Register ( PDF 71.01KB), and be accessible on the Council website.
Council is committed to being transparent and accountable.
Under the Local Government Act 2020 and Council’s Councillor Expenses and Support Policy, Councillors can be reimbursed for reasonable expenses incurred while carrying out their official duties.
This may include costs such as travel, training, conference attendance and approved care-related expenses, where they relate to Council business and meet policy requirements. All claims must include supporting documentation and are reviewed before reimbursement.
To support transparency and community confidence, Council publishes a monthly report of Councillor expenses on its website.
