Since September 2023, the Victorian Government has announced several reforms to the Victorian planning system to increase housing across the State.  

Summary of recent changes  

On 20 September 2023 the State government released Victoria’s Housing Statement - the decade ahead 2024-2034. The Housing Statement included many recommendations that form the basis for the proposed reforms that have been announced and which are discussed below. 

Plan For Victoria  

As part of the Housing Statement, the State Government announced that it would be replacing the current metropolitan strategy Plan Melbourne 2017-2050, with the first-ever statewide strategy, Plan for Victoria. Council endorsed a submission to Plan for Victoria at the Council meeting on 26 August 2024. The new Plan for Victoria was released by the Victorian Government on 28 February 2025.

Activity Centres Pilot Program 

In March 2024 the Victorian Government announced it will focus on 10 activity centres across Melbourne for increased growth including at Ringwood, in the City of Maroondah. Activity centres are identified as key locations for increased housing supported by additional jobs, services and amenities. While the Ringwood Activity Centre core is focussed on the area immediately around Ringwood train station, the catchment area proposed to include part of the City of Whitehorse on the eastern boundary. This means streets in Mitcham, north and south of Whitehorse Road would make up part of the Ringwood Activity Centre catchment. Council endorsed a submission to the Ringwood Activity Centre at the Council meeting on 9 September 2024. 

After review of submissions, the Victorian government has reduced the catchment area around the core of the Ringwood Activity Centre. As a result, the areas that had originally been identified within the City of Whitehorse have been excluded from these planning proposals. The updated boundaries were announced by the Victorian Government on 23 February 2025. New planning controls that will be applied to the pilot activity centres and their catchment areas were released on 25 February 2025, being the Housing Choice and Transport Zone and the Built Form Overlay.

Housing Targets

In June 2024 the Victorian Government announced draft housing targets for each of Victoria’s 79 councils for where 2.24 million new homes could be built by 2051.  The final housing targets were announced by the Victorian government on 24 February 2025 and now form part of the new Plan for Victoria. Whitehorse has the highest target of the middle ring municipalities, set at a capacity for 76,500 new homes by 2051.  This is more than double the existing number of homes (at approximately 74,900 dwellings).

Changes to ResCode  

On 27 August 2024 the State Government announced future changes to the planning assessment for residential development affecting Clause 54 and 55 of planning schemes across Victoria (ResCode). The changes include ‘deemed to comply’ standards, introduce new standards as well as delete or amend other standards. ‘Deemed to comply’ means that if a standard is met, no further consideration or assessment of the standard can be given. 

The changes flagged removal of third party appeal rights if all ‘deemed to comply’ provisions are met, so that a review of a decision could not be sought by objectors at VCAT. The community could continue to lodge objections as part of the public notice period, however there would be no opportunity for third party review of Council’s decision by an objector if an application was approved.  

In September 2024 Council made a submission to the State Government responding to the proposed changes. In Council’s submission, we expressed concern about several aspects, including the removal of the neighbourhood character standards, the shift away from evidence-based planning and the lack of data or modelling to support the proposed changes as well as the lack of transparency or consultation with Councils and the broader community.

On 25 February 2025, the Victorian Government announced the reformed Clause 55 to be called the Townhouse and Low-Rise Code and the introduction of a new Clause 57 called the 4 Storey Apartment Standards. These were introduced to planning schemes on 6 March 2025, but with commencement delayed to 31 March 2025. Further amendments to other parts of planning schemes are proposed by the Victorian government to fully implement this major reform, including removal of local variations set out in residential zones

Expansion of Activity Centres Program  

In October 2024 the Victorian Government announced it will deliver 50 new 'train and tram zone' activity centres. This is an expansion of the government's initial Activity Centre pilot program which includes Ringwood and Camberwell. Whitehorse will be directly impacted, with Blackburn, Nunawading, Mitcham stations to form the “Nunawading Cluster” among the first 25 locations announced. The remaining 25 centres were announced on 27 February 2025. 

The vision is for taller buildings in the immediate ‘core’ where the train station and built-up commercial centre is located. In the ‘catchments’ within a 10 minute walk surrounding this core, the vision is for scaled height limits and more low-rise apartments and townhouses alongside existing homes.

Suburban Rail Loop – Precinct Structure Planning  

The Victorian Government is undertaking a structure planning process for the neighbourhoods (precincts) around each of the new Suburban Rail Loop (SRL) train stations, including Box Hill and Burwood in Whitehorse. The structure plans are being prepared by the Suburban Rail Loop Authority (SRLA) and includes community engagement at various stages throughout the project. 

The SRLA has released draft documents including: the Structure Plans, Implementation Plans, Planning Scheme Amendments plus background and technical documents for comment until 22 April 2025. Each structure plan will set out a vision and proposals for how the precincts will meet the housing, employment and social infrastructure needs of the growing population anticipated because of the SRL project. This may include changes to land uses, building heights and densities, accessibility and additional infrastructure such as open space.
