What is a Municipal Public Health and Wellbeing Plan?
A Municipal Public Health and Wellbeing Plan (MPHWP) is a strategic plan that guides how Council works in partnership with the community and local organisations to improve health and wellbeing across the municipality. The plan identifies local health priorities that matter most to residents, such as healthy lifestyles, mental wellbeing, and social connection.
By planning and working together with community partners, the MPHWP supports better health outcomes, helps reduce health inequalities and contributes to a more inclusive and resilient community for everyone.
The Whitehorse Integrated Council Plan 2025-2029 integrates the MPHWP, a first for Whitehorse, ensuring community health and wellbeing is a key part of our strategic approach.
Strategic Objectives
Through data analysis, an extensive community engagement process and Councillor recommendations, three objectives and five strategies of the Integrated Plan were determined to make up the Whitehorse MPHWP:
Objective 1.1 An involved and connected community
- Foster social connections and a sense of belonging
Objective 1.3 A healthy and active community
- Support community initiatives to promote health and prevent disease
- Prevent and respond to family violence (including elder abuse)
- Partner to enhance mental health and build resilience
Objective 4.2 An environmental sustainable and climate-resilient city
- Partner with the community to achieve positive environmental and health outcomes that reduce climate change impacts.
Steering Committee
The Whitehorse Health and Wellbeing Steering Committee provides the forum for organisations to partner with Council in the implementation of the MPHWP through:

aligned planning, delivery, and reporting mechanisms

supporting Council’s decision making

annual action review and planning

providing advice about the strategic and operating environments of sectors involved in health and wellbeing

supporting the four-yearly development of new Plans

contributing to evaluation of the Plan.
The Committee meets twice yearly and has established Working Groups to implement the Annual Action Plan ( PDF 196.2KB).

Monitoring and reporting
Council reports to the community about the progress of the MPHWP on a quarterly basis in the Whitehorse Quarterly Performance Report. You can read our performance reports.
The longer term four-year objectives and impacts of the Plan will be thoroughly evaluated in 2029 and we will release a report on its outcomes.
