All local government areas are required under Part 6 of the Emergency Management Act 2013 to establish an Emergency Management Planning Committee (MEMPC) to anticipate potential emergencies and plan how to minimise their impacts.
The City of Whitehorse MEMPC has identified the following significant non-routine emergency risks for the city:

The primary role of the MEMPC is to develop and maintain a Municipal Emergency Management Plan ( PDF 2.96MB) and supporting sub-plans based on the identified municipal risks.
