We are redeveloping the Elgar Park North East Oval in Mont Albert North.
The redevelopment will help address the growing need for more sports facilities in the area.
It will provide a new multi-purpose sports field that will be used for hockey, futsal, lacrosse and other activities. It will also be available for organised sports and general community use.
The work includes a new synthetic playing surface, lighting, fencing and retractable netting.
This project is being funded by the Victorian Government’s North East Link project, in partnership with Council.

Project background
The redevelopment of the Elgar Park North East Oval is part of the Elgar Park Master Plan. This plan has a holistic focus on the integration of all park users and user groups.
Community consultation on the planned redevelopment occurred in 2022. Based on the community’s feedback, the sports field has been designed for hockey, futsal, lacrosse and other activities.
The sports field will be the home of the KBH Brumbies Hockey Club. To ensure the field is well used, local sports teams and schools will be able to schedule their sporting activities at the facility. The general community can use the field when it’s not in use by organised sports.
In recognition of the oval being used for state government construction projects, the majority of this redevelopment is funded by the Victorian Government’s North East Link project, in partnership with Whitehorse City Council.
About the redevelopment
The redevelopment work for the Elgar Park North East Oval includes:
- The installation of a synthetic playing surface. It is more durable than natural turf which allows for high levels of use. The surface is resilient to all weather conditions and can be used all year round. It also provides consistent and safer playing conditions. Additional line markings will accommodate multiple sports.
- New flood lights to enable the sports field to be used in the early morning and late evening (within a limited time range). The lighting can be activated on-demand and has been successfully used at other Whitehorse recreational facilities. The lighting will not impact residential properties.
- Perimeter fencing and netting to help with ball control and protect other Elgar Park users. Retractable netting will be installed along the western boundary to protect spectators and the pavilion.
- Central netting to divide the field into two smaller areas for training and multi-use activities.
- New players’ shelters along the eastern side and goal storage.
- Accessible paths of travel for all Elgar Park users.
The plans
The concept design plans were prepared by SportENG.
The local community and sporting clubs were consulted on the draft concept plans in 2022. As a result, concept plan 1 was selected.

Project timeline
The dates below are subject to change.
- July 2022: Community information sessions.
- July-August 2022: Community engagement.
- November 2022: July 2023 – Elgar Park North East Oval used by Victorian State Government.
- September 2024: Appointment of Contek Constructions for the building of the sports field.
- November 2024: Construction of Elgar Park North East Oval redevelopment commences.
- June 2025: Estimated completion of the sports field* and lighting.
* The installation of the field rubber shock pad and synthetic surface are dependent on specific weather conditions, which may affect the completion date.
