Whitehorse offers a mix of urban streetscapes, historic landmarks and leafy parklands, making it versatile location for film, television and photography projects.
Filming on Council Land is regulated under the Whitehorse Community Local Law 2024 ( PDF 973.95KB). In most cases, you'll need a permit before filming begins. Without a permit, you may be directed to stop filming by an authorised Council Officer.

When you need a permit
You must apply for a permit if you are filming or photographing for commercial purposes or if you are a student undertaking a filming or photography assignment, on Council Land. This includes advertising, television, film, corporate videos, music videos, student projects or promotional shoots.
Your permit application should cover any planned use of:
- Temporary infrastructure (e.g. marquees, inflatables, fencing, generators)
- Production vehicles, essential parking or unit base locations
- High-risk or sensitive activities (e.g. stunts, firearms, drones)
- Activities that may affect public access, traffic or parking
Permit categories and costs
When applying online, select the permit type that best matches your activity.

Permit fees vary depending on the type of filming and duration of filming. Additional fees apply for essential parking permits, road closures other special requirements.

Low Impact Filming
Low impact filming is limited to:
- Filming for less than 4 hours (including set-up and pack-down)
- A maximum of 6 people on site (cast and crew)
- Handheld equipment only
- No drone usage
- Minimal disruption to public access and no exclusive site use
If your shoot exceeds any of these elements, you'll need to apply for either a Commercial Filming or Stills permit instead.
How to apply
All filming permit applications are lodged online through our platform Bookable.

If you can't find it listed, select the option called Other Park or Open Space (including roads) - Submit an application

Once submitted, Council will review your application and we'll let you know if we need any additional documents or details.

After you apply
Once we receive your application, we'll check the details, confirm your permit type and fees, and let you know if any extra approvals are needed.
Your permit will be issued after payment is received and all requirements are met.
Some filming activities need extra permits or clearances, including:
- Drone usage
- Road or footpath closures
- Pyrotechnics or open flames
- Large sets or significant temporary structures
Note: Any drone use must comply with Civil Aviation Safety Authority (CASA) regulations and be operated by a CASA-licensed pilot.
