Laneway bin permits allow Council to identify bin owners, plan for storage and waste collection access to reduce the laneway access and hygiene impact of laneway bins on the community. They also ensure that the bins comply with council waste procedures and any relevant laws and guidelines including Whitehorse Community Local Law 2024 ( PDF 973.95KB) and VicRoads Code of Practice for the Placement of Waste Bins on Road Sides ( PDF 184.8KB).
Before issuing a Laneway Bin Permit, Council will consider varying factors including business location and waste requirements.
Failure to meet the permit conditions listed on the application may result in fines.

Permit Conditions and Permit Breaches
Permit Conditions
- The permit holder must ensure that all the permit conditions are complied with at all times.
- The applicant must provide evidence of $20 million of public liability insurance for the permit period.
- The permit is not transferable:
- Permits are not to be photocopied and the copies used by someone not named on the permit
- Permits are not to be leased, sold or given away
- No form of advertising of a permit for rent, lease, sale profit or other beneficial or fraudulent consideration of causing such an advertisement to be published is permitted.
- Unless a specific space is listed in the permit document, the permit is valid for the shared laneway bin area at the stated location.
- This permit is valid only for the stated time period.
- The placement of the bin must conform to:
- Bins must be identified by having the business name, supplier's name and contact telephone numbers
- Items or waste must not be placed outside the bin.
- Bin/s must be kept in an acceptable state of repair and cleanliness, lids completely closed and locked at all times.
- Any spillage must be cleaned up immediately and no loose rubbish or waste (including oil drums) is to be placed outside a bin.
- Bin/s must not produce an offensive odour.
- Council will NOT allow, without a valid Council permit, the installation of permanent structures on Council land.
- At the conclusion of the permit period a new permit application form must be submitted.
- The permit must be produced for an Authorised Council Officer on request.
- The permit holder will comply with all directions by a member of Victoria Police or authorised Council Officer, including a direction that the laneway bin be removed from that site.
Permit Condition Breaches
If the permit holder breaches the permit conditions:
- The permit may be cancelled.
- Fines may be issued.
- Costs incurred by Council may be charged directly to the permit holder.
- Goods or equipment may be impounded.
- Future permit applications may be declined.
