Shopping trolleys should not be left in public areas such as parks, garden beds, creeks, footpaths or on nature strips or roads. They must be returned to the shopping centre where they came from.

Trolleys can be a safety hazard to pedestrians, road users and are unsightly. They can also have an environmental impact if they enter drains and waterways.

Leaving a shopping trolley on a road, on Council land or in a car park owned by Council (unless in a designated trolley bay) may result in a fine. 

Shopping trolleys that are left in public places and not returned to the retailer are considered litter.

Council Officers frequently patrol and impound trolleys found in Council streets and these will be released to the retailer only after payment of a fee.
