The State Government is seeking community feedback on the draft amendment of Whitehorse City Council’s planning scheme for land at 245, 247 and 249 Burwood Highway and 7, 9, 11 and 13 Milford Avenue, Burwood. This proposed change is being sought to facilitate the redevelopment through rezoning and master planning. This proposes to facilitate approximately 3,900 dwellings, supported by retail, commercial and community uses and new public open spaces. This would potentially include a 2000sqm supermarket and buildings of 3-20 storeys.
Mount Scopus are utilising the State Government’s Development Facilitation Program ‘Unlocking Strategic Sites’ to facilitate this project.
The site at 245 Burwood Highway, Burwood, is the largest campus of Mount Scopus Memorial College and comprises approximately 10 hectares. The site was nominated by the College for rezoning following the College’s decision to relocate their campus to a new site in Caulfield.
Council’s role
Council is not the planning authority for this amendment. Council will review the proposal and prepare a formal submission to the Department of Transport and Planning.
Council will consider the draft amendment and the proposed Master Plan in relation to key strategic matters, including open space and community infrastructure, traffic, parking and access, integration with Burwood and the future SRL precinct, building heights and residential interfaces, housing and land-use mix, planning controls and infrastructure delivery, walking and cycling connections, landscaping, tree canopy and biodiversity, sustainability and water management, and the community engagement process. Council will advocate on behalf of our community for greater transparency and collaboration including public engagement.

The amendment proposes to change the Whitehorse Planning Scheme to guide future use and development of the site.
In summary, the amendment seeks to:

Rezone the land at 245, 247 and 249 Burwood Road from Special Use Zone – Schedule 1 and General Residential Zone Schedule 3 to Precinct Zone – Schedule 7

Remove land at 7, 9, 11 and 13 Milford Road from Precinct Zone - Schedule 1 and applies the Precinct Zone - Schedule 7

Remove the Built Form Overlay from part of the land at 7, 9, 11 and 13 Milford Avenue, Burwood;

Apply a Parking Overlay – Schedule 3 to the land (already applicable to land at 7, 9, 11 and 13 Milford Avenue, Burwood)

Amend the Schedule 72.01 to identify that the Minister for Planning is the responsible authority for any master plan required by Clause 37.10 (Precinct Zone) Schedule 7.
The draft masterplan proposes approximately 3,900 new dwellings across 4 precincts, supported by retail, commercial and community uses and new public open spaces.
The four proposed precincts are

Urban Precinct: proposed to accommodate primarily apartments, along with retails and commercial uses fronting Burwood Highway. The building height proposed is 15 to 20 storeys.

Campus Precinct: proposed to provide a medium to high density, campus-style environment with focus on student accommodation and a range of adaptable forms of living. The building height proposed ranging from 3 to 18 storeys.

Creek Precinct: proposed to accommodate a lower- to mid-rise environment, including apartments and townhouses with preferred building heights ranging from 3 to 9 storeys.

Living Precinct is proposed to transform the surrounding residential areas by mixture of medium-density housing types, including apartments and townhouses. The proposed preferred building height is ranging from up 3 to16 storeys.
