North East Link Program Proposed Planning Scheme Amendment GC271

The North East Link Program is proposing a Planning Scheme Amendment GC271 to amend the project boundary to facilitate flood mitigation and utility works. 

The Amendment was exhibited and open for community submissions via the Engage Victoria Website until 27 May 2026.

Council submitted a Submission noting that the Amendment does not adequately address nor provide sufficient information in relation to:

  • Existing conditions and site information associated with the Amendment land areas.
  •  A clear asset proposal including the proposed vegetation removals (type, classification & replacement vegetation) being provided. 
  • The extent of permanent impacts to Council-owned land including divestments, easements or other access arrangements.
  • Ownership and ongoing management responsibilities for proposed infrastructure assets not adequately addressed.
  • Unclear impacts on the habitat of the (endangered) Gang-Gang Cockatoo.
  • No reinstatement plans shown for use / community consideration to Council land. 
  • Site specific detail lacking on the nature, extent, location and duration of proposed works.

Council asked for: 

  • A reduction in the extent of SC012.
  • A significant reduction in vegetation loss. 
  • Replacement open space for areas affected by proposed infrastructure as a result of this Amendment
  • Assurance the future functionality of the open space areas are not negatively impacted by the proposed works.
  • Assurance that the infrastructure works will not become the responsibility of Council.
