2026 Community Satisfaction Survey results - an uptick in performance

Each year, we ask our community how they think we're performing across a range of Council services through the Community Satisfaction Survey. ( PDF 1.86MB)

This year, Whitehorse engaged independent market research company Klein Research to conduct surveys with 500 randomly selected residents. 

We’re proud that 2026 results indicate that overall Whitehorse performance has increased to a score of 65, up 2 points from last year and significantly higher than the state average of 58.

When compared with state-wide results, Whitehorse performed above the average across most service areas.

Key strengths included:

  • Customer service, up 5 points to a score of 72
  • Direction of Council, up 4 points
  • Spending public funds, up 3 points
  • Opportunities to give feedback, up 3 points
  • Waste management, up 1 point
  • Making decisions, up 1 point
  • Libraries, up 2 points
  • Community events and cultural activities, up 3 points

Residents continue to recognise Council's strengths in delivering visible and valued services, particularly customer service and waste management.

While the results highlight our strengths in delivering important services, residents have also identified opportunities for improvement.

Council welcomes this feedback and remains committed to listening to our residents’ needs.

These insights will also help inform Council's planning and decision-making, providing valuable insight into where we are performing well, and where we can continue to improve for our community.
