Box Hill is designated as a Metropolitan Activity Centre (MAC) under current state policy Plan Melbourne and is to be the focus of substantial development and investment. The Box Hill Transit City Activity Centre Structure Plan (the Structure Plan) is the primary guiding document for Council, stakeholders and the community seeking to ensure coordination of development and enhancement of the centre to the year 2030.
As a result of the scale and intensity of development occurring in the Activity Centre principles around the built form across the activity centre was identified by Council as being required. The draft Box Hill Metropolitan Activity Centre Built Form Guidelines (the Guidelines) were prepared in response to the identified need to provide guidance on the built form and environment in key areas of Box Hill.
At its meeting on 19 September 2016, Council resolved to endorse the draft Guidelines and proceed with preparing an amendment to introduce the Guidelines into the Whitehorse Planning Scheme (Amendment C175). The minutes of Council’s meeting on 19 September 2016 ( PDF 1.8MB) endorsing the draft Guidelines are available for viewing. Planning Scheme Amendment C175 proposed to implement the Guidelines by:
- introducing a Design and Development Overlay (DDO) and applying it to the precincts within the Structure Plan
- rezoning various sites in the Structure Plan area, and
- revising local planning policy in the Whitehorse Planning Scheme to reference the Guidelines.
The Guidelines and Planning Scheme Amendment C175 were publicly exhibited from 16 February 2017 to 17 March 2017. A total of 206 submissions and pro-forma responses were received.
