Council operates a comprehensive laneway cleaning program across the municipality. These are Laneways included on Council’s Roads Register.
Council Laneways
Laneways throughout Whitehorse are included on a scheduled cleaning list, with teams systematically working their way through each area. Council also responds to specific service requests as needed.
Private Laneways
There are some laneways that Council does not maintain. While these laneways may fall under Council’s care and management, any maintenance undertaken is at Council’s discretion.
Council has chosen, in the exercise of its discretionary powers and its policy-making function not to maintain unconstructed roads. This is the case for the numerous unconstructed laneways throughout the municipality.
Council has considered that the only beneficiaries are a very limited number of adjoining property owners and occupiers, and not the wider public. Council is entitled to make such discretionary decisions as it sees fit and based on factors or constraints which are financial, economic, political, social or environmental.
If the lane is unconstructed, maintenance of the laneway is currently the responsibility of the adjoining property owners. Council would be prepared to take over responsibility and the maintenance of the laneway if it was constructed to Council standard and under Council supervision.
