One of Council’s key objectives is to develop local strategies to maximise business and investment activities that contribute to employment opportunities within the City of Whitehorse.
The Whitehorse Industrial Strategy ( PDF 3.08MB) provides an assessment of the eight significant industrial precincts across the City, these being:
- Blackburn (MegaMile)
- Cook Road
- Evans and Ireland Streets
- Joseph Street
- Lexton Road
- Middleborough and Clarice Roads
- Redland Estate
- Rooks Road
Council adopted the Strategy in 2011.

In recent changes, the State Government gazetted Amendment VC283 on 2 September 2025 incorporating the Industrial and Commercial Land Use Classifications (DTP, 2025) into all Victorian planning schemes.
