Blackburn, Nunawading and Mitcham Activity Centres
The Activity Centres Program is a Victorian Government initiative aimed at increasing housing near public transport. The Program is part of the implementation of Plan for Victoria, the Government’s community-led strategic land use plan for Victoria.
The State Government has identified the areas near Blackburn, Nunawading and Mitcham train station as desirable locations to build more homes. These areas offer good access to services, jobs and transport.
State Government Phase 2 consultation
The State Government has released the draft maps based on the phase 1 community consultation. The draft maps include:
- Proposed building heights
- Proposed core and catchment boundaries
- Important public spaces and streets
Phase 2 consultation dates:
- Consultation opens: Wednesday 11 February 2026
- Consultation closes: Sunday 22 March 2026

State Government Phase 1 consultation
The State Government phase 1 consultation asked for input from residents around Blackburn, Nunawading and Mitcham train stations. Phase 1 consultation focused on what the community loves and values about their local area.
Phase 1 consultation dates:
- Consultation opens: Monday 22 October 2026
- Consultation closes: Sunday 30 November 2026
