Advisory Committees facilitate community participation and input into policy and service development, projects and events. 

Since the introduction of the Local Government Act 2020, advisory committees are no longer statutory bodies but continue to hold value as an important mechanism for community engagement and to inform decision-making.

Whitehorse's range of Committees typically are made up of Councillors, Council Officers and a number of community representatives. The community representatives may be local residents appointed in their own right, or representatives of service authorities, support agencies or community organisations.

Appointments of Councillors to these committees occurred on 24 November 2025

External Committees

Council is a member of or participant in a range of committees at a local, regional and sector level. Councillors are appointed to represent Council as formal delegates to those organisations. In some cases, a substitute is also appointed to attend if the primary Councillor is not available.

Eastern Region Group of Councils (ERG) 

Acts as a representative voice on regional matters, advocating and collaborating on issues of shared significance across the eastern metropolitan region of Councils (Knox, Manningham, Maroondah, Whitehorse and Yarra Ranges).

Eastern Alliance for Greenhouse Action

A formal collaboration of 8 councils in Melbourne’s east, working together on regional programs to reduce greenhouse gas emissions and facilitate climate adaptation.

Local Government Working Group on Gambling (LGWGOG)

Provides a forum for VLGA member Councils to share research, policy updates, and best practice approaches to gambling harm prevention.

Metropolitan Transport Forum

An advocacy group comprising members from metropolitan Councils, transport companies and State Government representatives.

Municipal Association of Victoria (MAV)

A membership association and the legislated peak body for local government in Victoria.

Whitehorse Business Group

An independent, not-for-profit organisation committed to helping Whitehorse businesses connect, learn and grow.

Whitehorse Manningham Regional Library Corporation

The Board aims to deliver the best library service outcomes for the communities of member Councils. The Corporation Agreement requires two Councillor representatives.

Internal Committees

Internal Advisory Committees have all adopted Terms of Reference that outline their purpose and how the meetings are governed. They are advisory in nature and provide advice to Council on important matters or issues impacting the municipality. They also provide Councillors with opportunities to engage with the community and organisations relevant to local government.

Arts & Cultural Advisory Committee

Offers Council strategic advice and recommendations on arts and cultural matters to help build an inclusive, vibrant and sustainable creative community.

Audit and Risk Committee

Is an independent committee that monitors and advises on Council’s financial management, risk framework, and internal controls. It helps ensure strong governance, integrity, and public trust.

CEO Employment Matters Committee

Responsible for overseeing the recruitment, performance, and contract management of the Chief Executive Officer, ensuring accountability, transparency, and alignment with Council’s strategic goals.

Community Safety Committee

Provide strategic guidance and stakeholder perspectives to promote community safety and wellbeing across Whitehorse.

Disability Advisory Committee

Volunteer advisory group appointed by Whitehorse City Council that provides strategic input into the development and implementation of the Whitehorse Disability Action Plan and advises on issues affecting the lives of people with disability to help guide Council’s approach to disability inclusion and access.

Domestic Animal Management Advisory Committee (DAMAC)

Sets out Council’s strategic framework for managing dogs and cats in the community by promoting responsible pet ownership, educating residents, ensuring compliance with animal laws, and enhancing overall animal management practices under the Domestic Animals Act 1994.

Environment and Sustainability Advisory Committee

Advises on environmental and sustainability matters, helping shape policies, programs, and strategies through community and expert input

Municipal Public Health and Wellbeing Plan (MPHWP) Steering Committee

Provides a forum for organisations to partner with Council in the implementation of the municipal public health and wellbeing plan

Multicultural Advisory Committee

Community advisory group that helps Whitehorse City Council connect with its culturally diverse residents by providing advice on plans, services and projects, supporting inclusion, cultural celebration and stronger community connections.

Reconciliation Advisory Committee

Provide advice, information and recommendations (where appropriate) to Council on matters relating to Aboriginal and Torres Strait Islander peoples.

Provide advice, information and recommendations (where appropriate) to Council on matters in relation to community sport and recreation related issues, initiatives, policies and strategies.
